With your mentioned budget, you can only get camera body. You will have to add more bucks for lenses.
I would suggest Sony a6400 as per your budget. If you could increase your budget, then would definitely recommend Sony a6600 for better battery life stabilisation.
Remember these are Apsc cameras.
You can pair it up with 18-135 zoom lens and a prime lens as a beginner.
