I face this problem of shake (hand held) even the lens has vibration compensation, due to heavy lens .

Will increasing the ISO alone help in sharpness or also exposure time, aperture will also need adjustment?

But still possible to get eye level shot, but not the sharp eye.

Thank you Harshit. As per your comments editing involved both cropping ( top and left side ) to fit the image in 2/3 rule. The bird was in shadows and eye was not well seen , so exposure was increased to highlight the bird. I understand the brightness is rather too much. But anything not right in the way it is cropped?
